The Bihar state cabinet has sanctioned the Bihar Renewable Energy Policy–2025, marking a substantial stride towards cleaner energy objectives and enhanced energy independence. The policy will guide the large-scale adoption of renewable energy technologies, positioning Bihar at the forefront of India’s transition to green energy. Encompassing a five-year timeframe, the policy supersedes the 2017 framework and prioritizes the rapid deployment of solar, wind, biomass, green hydrogen, geothermal, pumped storage, and battery storage projects. The initiative aims to generate 23,968 MW of renewable energy capacity and 6.1 GWh of energy storage, aligning with India’s national objective of net-zero emissions by 2070 and meeting Renewable Purchase Obligation targets set by the Central Electricity Authority. The policy incorporates investor-friendly incentives such as exemptions on stamp duty, land conversion charges, transmission and wheeling charges, electricity duty, STU charges, and SGST. It also introduces features such as open access, energy banking, green tariff options, deemed industry status, single-window clearances, relaxed norms for rooftop solar installations and carbon credit facilitation to encourage private investments. The policy supports the development of Renewable Energy Zones, hybrid energy parks and campus-based projects, with participation from registered developers, agencies and private companies. With this approval, Bihar joins other states in actively utilizing renewable energy for sustainable growth and economic advancement.
