    A new transfer policy has been implemented in the state for the year 2025. The General Administration Department has issued a letter to all departments, heads of departments, divisional commissioners, and collectors, stating that applications for voluntary transfers will be accepted from June 6th to June 13th, and transfers will be carried out between June 14th and June 25th. This policy will not apply to certain departments including Police, Excise, Mining, Transport, Commercial Tax, Registration, teachers of the School Education Department, and state corporations-boards-commissions. Transfers for third and fourth-class employees will be made by the District Collector with the permission of the Minister in charge from June 14th to 25th. Transfers will only be for employees who have been posted in the same place for more than two years. The transfer percentage has also been fixed: a maximum of 10% for third-class and 15% for fourth-class employees. Employees with serious complaints may be transferred even if they have not completed two years, provided that initial investigations support the complaint. Those with less than a year of service remaining can be transferred to their home district or a district of their choice. The government has instructed to maintain a rural-urban balance, with transfers from areas with more employees to those with fewer. State-level transfers will also follow the same dates (June 14th to 25th) and require the permission of the relevant departmental minister. Transfers from scheduled to non-scheduled areas require a reciprocal transfer. Employees with serious illnesses can apply for transfers based on medical board recommendations. Parents of children with disabilities can apply for transfers to locations with treatment and education facilities. Employees must be relieved within 10 days of the transfer order, or it will be considered a unilateral release. Transfers will be completely stopped after June 25th. Transfers will only be possible after June 25th with the permission of the Chief Minister. Teachers will not be transferred this time as their rationalization process is already underway.
