The government’s report details the lack of formal permission from the event organizers and the subsequent promotion by RCB, including Kohli’s video appeal. The confusion caused by an announcement requiring passes further exacerbated the situation. Poor coordination between RCB, the Karnataka State Cricket Association (KSCA), and DNA Entertainment Networks Pvt Ltd, along with inadequate crowd management, contributed to the stampede.
