Russia alleges that WhatsApp and Telegram have failed to provide necessary information to law enforcement regarding fraud and terrorism. Russia has previously banned Meta’s Facebook and Instagram, slowed down Google’s YouTube, and imposed numerous fines over content and data storage regulations. WhatsApp has stated its commitment to providing end-to-end encrypted communication globally, including in Russia, to safeguard users’ right to secure conversations. Concurrently, Russia is promoting its new messaging app, MAX, which is linked to government services. Critics express concerns that MAX could be used for user surveillance. Senior leaders are migrating to MAX and encouraging their followers to do the same. This move is consistent with Russia’s strategy of gradually weakening services, as demonstrated with YouTube. A recent law has been passed to tighten censorship, imposing fines on individuals who seek content Russia deems “extremist,” even using VPNs. The situation highlights Russia’s ongoing efforts to establish strict internet control.
